Can the Italian licence be obtained without a driving school?

Is it really possible without a driving school?

Largely, yes. Attending a theory course is not a legal requirement for the category B licence. An independent candidate files the application at the Motorizzazione Civile counter (form TT 2112 is also available on the Portale dell'Automobilista), attaches the required documents and sits the same tests as anyone going through a school. The tests are identical: what changes is the administrative route, not the exam.

One part cannot be avoided by anyone: the compulsory driving school lessons required by article 122, paragraph 5 bis, of the Codice della Strada. Without their certificate the practical test cannot be booked, and since law 177 of 2024 practice with a private accompanying driver is not allowed before they are completed.

What are the steps, one by one?

The route follows the page of the Ministry on obtaining the category B licence.

The medical check receipt must be no older than three months if the check was done by a single certified doctor, or six months if done by a Commissione medica locale. Tariffs differ in Sicily, Valle d'Aosta, Trentino Alto Adige and Friuli Venezia Giulia.

How does an independent candidate book the theory test?

With the application's protocol number, following the office's own rules. No national Ministry page describes a single procedure, and each office publishes its own instructions. One official example is the instructions of the Bologna Motorizzazione on the Portale dell'Automobilista.

Tests must be booked no later than the fifth day before the test (article 121, paragraph 11, of the Codice della Strada). The theory test must be passed within six months of the application, with no more than two attempts (article 122, paragraph 1). Candidates elsewhere should read their own office's notice, because the Bologna procedure applies to Bologna. The common steps are in the guide on how to book the driving test.

How does an independent candidate book the practical test?

After the foglio rosa, with the PagoPA receipt for tariff N019, 16.00 euro (MIT page). The practical test cannot take place sooner than one month after the foglio rosa is issued (article 121, paragraph 8). The foglio rosa is valid for twelve months (article 122, paragraph 6) and allows the practical test to be repeated no more than twice (article 121, paragraph 11). At booking the candidate also needs a dual control car and the driving school lesson certificate (MIT page).

How much does an independent category B licence cost?

Fixed costs can be separated from free ones. The fixed costs are the state payments published by the Ministry: 26.40 euro in fees and 16.00 euro in stamp duty with the application, plus 16.00 euro in stamp duty for each practical test booking. With a single practical test the ministry payments total 58.40 euro. Everything else is priced freely: the medical check, the compulsory driving school lessons, any hire of a dual control car for the exam, books or apps for the theory.

No official source publishes a national average cost for the category B licence, and the estimates in circulation differ widely between sources. For that reason none is given here.

What is the real practical obstacle?

The vehicle for the practical test. The exam is taken in a category B car able to exceed 100 km/h and fitted with dual controls, as article 121, paragraph 9, and the Ministry page state. Arranging it is the candidate's responsibility, and in practice many independent candidates hire one from a driving school for the day of the test. The requirements should be confirmed with the local office before booking.

Who passes more often, independent candidates or driving school pupils?

This site does not calculate it. The Ministry exam results page says tests are also split by how the application was filed, independent candidates and driving schools, but the data loaded here is by office and type of test: in 2025, 60.27 per cent of category B theory tests and 83.82 per cent of practical tests were passed, and the split by route has not yet been checked and loaded. Any numerical comparison circulating without a source should be treated with caution.

What happens if an independent candidate gets a step wrong?

Typical mistakes involve deadlines and documents. Two concrete cases.

An independent candidate in Venice passes the theory and starts driving with his uncle straight away, without doing the compulsory driving school lessons. Since law 177 of 2024, practice with a private accompanying driver is allowed only after those lessons: if stopped he risks a fine, and he still has to complete the hours before he can book the exam.

If an independent candidate in Bari files her application with the receipt of a medical check done four months earlier by a single doctor, the file is not in order, because the receipt is beyond the three month limit on the MIT page on obtaining the category B licence: she has to repeat the check before filing again, a delay that adds to the waiting time for exam dates.

Is it worth it?

It depends on available time, on who can act as accompanying driver and on access to a dual control car. The savings are mainly on the theory course and the paperwork, not on the compulsory lessons. The risk of failing matters too, because every extra practical test needs a new 16.00 euro payment and at least a month of waiting.
