Italian driving test pass rates by province

The national pass rate for the Italian patente B theory exam is 60.3% in 2025, across roughly 919,868 tests sat. The gap between provinces runs from Messina at 69.5% down to Grosseto at 49.8%. Source: Ministero delle Infrastrutture e dei Trasporti (MIT).

On the practical driving test the national pass rate is 83.8% in 2025, across 734,553 tests sat, against 84.4% in 2024.

How many passed and failed the theory test in 2025, and how has that changed?

In 2025 there were 919,868 category B theory test sittings, and 60.3% of them ended in a pass: about 554,404 passes and 365,464 failures. Source: Ministero delle Infrastrutture e dei Trasporti (MIT).

The Ministero delle Infrastrutture e dei Trasporti published open results for the 2024 and 2025 reporting years in April 2026. Two years are what the current dataset covers. Earlier ministry reports exist in PDF form for internal use but were not part of the open-data release, so nothing is estimated here for 2020, 2021, 2022 or 2023. The 2026 figures land in April 2027 and will be added.

What about the practical test?

Practical driving test pass rates, province by province and by region, are on the practical test statistics page. In 2025, 83.82 per cent of practical tests were passed against 60.27 per cent of theory tests, because only candidates who already passed the theory sit the practical.

How should this ranking be read?

A high pass rate does not mean the exam is easier in that province. The test is the same across Italy, drawn from one ministry question archive. The differences reflect who sits the exam and how well prepared they are.

In provinces with few tests a year the rate moves a lot. A few dozen results either way shifts the figure by several points. That is why the test count sits next to the rate on every province page.

What do these driving test statistics actually count?

It counts tests sat, not people. The MIT publishes how many theory tests were taken and how many were passed, so a candidate who resits is counted again. The figure answers the question "how many sittings end in a pass", not "how many people pass first time".

The MIT also reports by Motorizzazione provincial office, of which there are 102, while Italy has 107 provinces. Five provinces have no row of their own and are left without a figure: Monza e della Brianza, Prato, Fermo, Barletta-Andria-Trani and Sud Sardegna. No estimate is put in their place.
